The statistics are striking. South Carolina colleges reached an all-time high of 38 percent out-of-state enrollment among their 102,600 students in 2024. The University of South Carolina exemplifies this transformation: out-of-state students grew from 19 percent in 1997 to 42 percent in 2016—more than doubling in less than two decades.
Last school year, South Carolina’s public four-year colleges enrolled 2,300 freshmen from New York and New Jersey, 1,375 from Virginia and Maryland, nearly 800 from Pennsylvania, and 600 from Massachusetts.
